In no order:
Geezer Butler - Wrote most of, if not all of the lyrics on Sabbath's early albums Chris Cornell - WOW! Really cryptic lyrics at times, often hard to interpret. He also sings them in his wonderful voice! Don Van Vliet (Captain Beefheart) - WOW! So original, creative and plain weird! John Lennon - I am the walrus gogogojoob! Ken Hensley - Wrote some great, great songs throughout the 70's with Heep Layne Staley - Wrote some seriously dark stuff on AIC's self titled Anthony Kiedis - From the weirdest, wildest rap lyrics to the most emotional ballad... He's great all the way!
And a bunch of others...

I tend not to be a harsh critic of lyrics unless they are very cliche. Some lyric writers that I appreciate include:
James Hetfield (Metallica) Neil Peart (Rush) Adrian Belew (King Crimson) Roger Waters (Pink Floyd) Les Claypool(Primus)

Lyrics aren't usually that important to me, but a few particular favorites stand out:
1. Roger Waters (Pre-The Wall-era Floyd) 2. Kerry Livgren (Kansas) 3. Peter Gabriel 4. Neal Morse (Spock's Beard) 5. Sting (The Police) 6. Ian Gillan (Deep Purple) 7. Steve Harris (Iron Maiden)
Yeah, that's about it.
