We had that here in Michigan regarding casinos.  We must have voted no to casinos 4 or 5 years in a row, and finally by the 5th or 6th time I think people just said the hell with it and stopped voting.

I think it is normal to be weaker until you are fully awake. There was a question on r/askscience a while back that I'm too lazy to look for.
