Yeah, I'm sure if you look hard enough you can find some copies being sold on eBay or something similar for outrageous prices.

So?  I've bought used albums before, and every time someone buys an older album on vinyl (excluding new pressings) they're buying a used copy as well.

I always buy used copies, even though this has resulted in many broken jewel cases and the occasional missing booklet.

I don't care buying used albums in a store, so I can see if they're scratched everywhere, but ordering USED albums and for 80$, never...

Usually it's just the CD's case is in poor condition.  I've never come across a burned CD while buying used before.

I think he means that people will buy the album, rip it and then resell the album for the same price, essentially getting it for free, or even making money off it.
