I have found a new way to rate a user number: when I don't know how to come to a rating, I give it the average rating of the album with the same number (like this for album #5156).

28426: 4.00/5 for two different reasons:
 
1. The digits contain two perfect numbers, but the number itself is not perfect.
2: It is the current rating of the album with the same number in PA.

The fractions are easy if you break them down
 
42/48 X 12/14 = 504/672 =?
 
32/33 divided by 4/11 =? (hint - flip the fraction and multiply)
