yes, but it's quite possible they're just spamming and only joined to promote thier band.

This is a music website, a band can promote all they want. It would be spam if they posted this in every sub-forum on the website or if they were selling some product through their website, but I don't see how it's spam if they're trying to popularize their stuff. 
I don't see a problem in going to forums and posting this as long as it's not in a spammy format, like I said above. Internet promotion is free PR.

We tolerate bands self-promoting - yes it's spamming because they probably do this to every music site they can find, but as long as they keep it to one thread/post on our site we don't mind. Obviously we prefer Prog bands only, but music is music.
