I did not find her in Wikipedia, and the source where I found her gave her year of birth as 1962. Wikipedia is usually not the first source I look up

@refugee: No, he is not from a Mediterranean country.

@BaldJean: It was not easy to find her in Wikipedia by looking in one of the categories; this took quite a detour. And days or years of birth on Wikipedia need to be verified quite often (I try to do so, when necessary, by looking in other languages). But all the languages I checked gave 1941 as the year of her birth.

No, not an artist.

Edit: He practises a form of art as a hobby, but that is not the source of his fame.
In his former job, he was preceded and succeeded by the same person.

Clap Well done again, refugee! It is indeed Herman Achille van Rompuy.

Here are the explanations to some hints:

5-7-5: Van Rompuy has the peculiar hobby of writing haiku's. A haiku has three lines, with 5, 7 and 5 syllables (or something like it, to put it more precisely - I am not very familiar with subtle Japanese arts).
Something like this:
Damp rag's charisma,
Lower bank clerk's appearance:
Herman van Rompuy
(ascribed to Nigel Farage)

Rock 'n Roll Teenage Laddie: In his early teens, he was a fan of Elvis Presley.

49: He was the 49th prime minister of Belgium.

Three to the power of three: The 27 countries of the European Union.
