I wouldn’t call them new wave, though they are listed on Wiki’s list of new wave bands (probably based on their earlier output). This song definitely deserves another label.

Our clues are: 80's, not exactly New Wave, has woodwinds/brass ... . Jesus what could that possibly be?

Does it also have synths?

Let me see … on this album they use: vocals, guitar, piano, Hammond, drums, bouzouki, saxophone, mandolin, harmonica, violin, bass, double bass, trumpet, flute, border horn, tambourine, congas, accordion and bells. No synths. They may have used synths on other recordings, though.
