Considered by some to be their weakest but I think Vapor Trails and Snakes and Arrows are weaker.

I came very late to the Rush party. Test for Echo is the second Rush album i heard, after having heard Moving  Pictures. So i am very fond of it. 

I don't thing Rush has ever released a bad album, but Vapor Trails is definitely my least favorite Rush album.

Quite simply, they completely lost me with VT; it's a complete mess which the remixing did little to rectify. My first Rush album was Grace Under Pressure when it first came out. I stayed with them religiously until VT, then after S&A (which is only a little better), I gave up to such a point that I didn't actually hear Clockwork Angels until about 2 years after it was released and was very surprised by how good it was.

The number of times I hear how 'weak' TfE is and how VT was a return to form, bemuses me completely... even on this site, VT is ranked much higher... ??

There's just differences in opinions. I like Vapor Trails over both Test for Echo and Snakes and Arrows, though I wouldn't say it's a "return to form". I do prefer Hold Your Fire over those three.
