OK, getting closer. Is he a character in a cartoon? (Like Homer Simpson, though it can’t be him because he has a family!)

I’m searching my mind now. Could it be "Bert the Turtle" from "Duck and Cover"?
If it’s not, is he a character in a TV commercial?

I ruled out all the super heroes because they’re in comics and movies as well. But maybe I was wrong? Is he a character in a super hero series?

Maybe he is more known in America than in Europe … One more try before I ask for a hint:
Is this cartoon didactic? (Teaching people about history/science etc.)

I actually asked about the genre but I didn’t hit the correct one … Was this cartoon made before Tolkien published The Lord of the Rings?

^ That question wasn’t very good. After all, how many TV series existed in 1949? I’ll try another one: Is this cartoon also an RPG?
