Neo Prog Metal is a genre tag resulting from assigning "Neo" to a prog metal album. I really think that this Threshold album is pretty much Neo Prog through a metal lense.

About C/C: If you listen to it and compare all the harmonic/dissonant experimentation with previous PT releases, it is quite striking. The music is much less melodic and, for the lack of another term, more avant-garde than their other releases.

Watch the brilliant video for Rats Return, maybe the connection becomes more obvious together with the visuals.

Thanks for explaining. 
Calling PT avant is a bit much. The visual component does not interest me (videos for songs, unless it's the only way i can listen to the song, then i watch LOL).
