Very difficult... for me, each band did a couple of really interesting albums in their heyday:
Styx: Grand Illusion/ Pieces of Eight Journey: Infinity/ Evolution/ Departure Toto: Hydra/ Turn Back ELO's early, most progressive albums weren't of the highest quality overall, so I find it hard to give an answer.

First couple Toto albums are excellent, ELO Out Of the Blue is amazing and a couple others are good. Journey early albums are great ARO.
Styx though is killer all throughout and especially Crash Of the Crown is fantastic, for this late in the game for them to put out an album like that speaks volumes.
