This happens when someone writes a post, then deletes it. The subforum list screen has a cache that does not seem to update itself on delete actions. It will update when someone writes a fresh post anywhere else on the forum. There is a space of time about 6-8:00 UTC when Europeans have not started writing posts and western hemisphereites have mostly gone to bed when you might see one of these events stick for quite awhile.

This used to confuse me too, but I spent some time nerding out and this is what I came up with.
