Some drummers do tune drums chromatically so that the resonating frequency of the hit is a particular note.

Even so, I think that sh*t sounds dumb usually.

A good drummer can do more with a snare, high hat, ride, kick, single tom. For instance... the original drummer of Tera Melos was like that. Ballsy as hell. Weasel Walter sometimes plays that way too.
