Actually the songs narrator could be sperm describing his owner "the beast" as having erectile dysfunction but in the end the sperm get's ejected into a vagina.
Either way it isn't about a devil like creature and cities of gold.

I've always thought the lyrics were the remainder of Genesis trying their very best to sound as cryptic and profound as Peter. Hell even Collins sounds like him singing.
I'm not really sure I agree with the interpretation on offer in this thread. The lyrics themselves are as elusive as your every day horoscope scribble. They could mean anything.
