It's not. You could have answered "Yes" if it was one of these four nationalities and "No" if it was not. I did this "asking by groups" earlier.

Was he born after 1800?

VanderGraafKommandöh, thank you. Or should I say: Merci? I was leaning too much on Wikipedia for a while, but I turned when I realized I went the wrong way. Regretfully, Alphonse Louis Constant a.k.a. Eliphas Levi could not or would not do this; he was too deep in the occult, I guess.
 
I could not find the Planck-hint, but I'm quite sure it is him..

The Planck link is as simple as thinking of Planck's Constant.

Thus referring to his surname.

Clues:

Merci -- Eliphas Levi is a song on Magma's Merci
Planck -- referring to his surname Constant
Waite -- referring to the English translator Arthur Edward Waite
Saint Sulpice -- he attended the seminary of Saint Sulpice

Other clues may have included:

Jeans or Strauss -- Levi
Son of a shoemaker
Bulwer-Lytton -- who was interested in the Rosicrucians and whom he met in England

I'd have probably then started mentioning Occultism, Magic and Spiritualism.

Glad you got it via the Magma link and not the others which were harder. Wink
