I posted something similar  a few years ago but didn't get the kind of response I was looking for. Most of the suggestions seemed too upbeat or something.

I'm looking for stuff that is very mellow, maybe folky, maybe ambient or even symphonic. It can be older or newer. It doesn't matter as long as it's a bit on the sleepy side. I'm looking for stuff to just chill out to in the evenings or maybe even fall asleep to.

hmmm....

I don't really listen to them myself, but Tangerine Dream is very sleepy from what I have heard.
If you aren't already familiar, some of Camel's stuff is pretty sleepy, specifically Music Inspired by the Snow Goose. Usually when I am in a mellow mood I'll put on Hergest Ridge or Incantations by Mike Oldfield and Rock Bottom by Robert Wyatt.

In terms of more obscure stuff, the album Mixtus Orbis comes to mind. I would also check out the band Setna.

Opeth's Damnation is by far their most mellow album, it has no screaming vocals and is great to relax to. Here's the first track:

I personally haven't heard it (apart from a few songs), but Marillion's Less is More album is made up of acoustic/mellow versions of some of their own songs. Here's an example:

Some of the songs on the Mars Volta's Octahedron album are quite mellow too:

Mogwai's Hawk is Howling will be perfect for you. Very memorable, catchy melodies that are very easy to relax to. 

Also the band Enablers is an interesting post-rock band that may appeal to you. 
Post-rock tendencies pop up every so often, but the restrained approach with the spoken-word may tickle your fancy. That's my favorite song by them. 


Forgot:
The Enablers' discography is available here for any price. Feel free to download a free one, but i strongly advise to support these guys. 

I recommend the albums End Note and Blown Realms and Stalled Explosions.

I don't think you can get much mellower than some songs from Pink Floyd's
Meddle and Obscured by Clouds.  Even earlier, like See Saw are very mellow.

Jon Anderson's Olias of Sunhillow is mellow in places.

iamthemorning's debut album is very peaceful and has some hints of folk in it. I really like it. There are a couple more upbeat tracks, but they're not too long and the overall atmosphere is quite calming. The album cover depicting the gentle motion of waves says it all.

Would love to have recommended the last two Talk Talk albums here because they are so great, but...noisy bits. However if you like the Hollis you'd want to hear them.

On the folky side:

The Pentangle, all the early albums are good, the first (eponymous) album is the best

This is a great thread.  I haven't checked all the suggestions yet but I know it's hard to find mellow
music that doesn't sound derivative of something that is kind of cliche.  Mellow Jazz comes to mind,
which to me, isn't Mellow Prog Rock.  "Geese and the Ghost" was a great suggestion.  Any kind of
repeated blues riffing, like even on Hugh Hopper & Alan Gowen - Two Rainbows Daily's title track, kind of takes
me out of that mellow I feel in early Pink Floyd.   I haven't heard that whole album, I love the title,
just the songs on YouTube.  I guess for some of us blues scales becomes the opposite
of mellow.  You might do well searching out mellow classical that you like.  Ralph Vaughn Williams,
Satie, Debussy, Ravel, Brahms,  Arvo Parte (I wouldn't use the word mellow but maybe "gentle"), and
much Medieval classical, of which there are hundreds of examples,  come to mind.
