Could not agree more.  Only Hammill's "A Louse Is Not A Home" frightens me more, although that's mosly because of the incredibly creepy lyrics.
 
Other wonderfully terrifying Hammill/VdGG moments include:
 
The ending of "White Hammer" from The Least We Could Do Is Wave To Each Other.  Nowhere else will you ever find saxaphones sound so evil.
The "Cog" section of "Lemmings"  "Iron-throated monsters are forcing the screams / Mind and machinery box-press our dreams"... brrr.
"The Clot Thickens" from "APOLK" made me physically jump the first time I heard it.  Heck, it still does that.
Hammill's scream at the end of "Arrow."  "ImPALED upon the AARRROOOWWWW!!!"  Sends chills down my spine every time I hear it.
 
"I am the one who crossed through space...or stayed where I was...or didn't exist in the first place...."

hmm most songs that are supposed to be scary don't do much to me, as there are few things I'm really afraid of.
When I first listened to Sacre du Printemps though, all those pictures and thoughts of psychopates and insanity came to my mind, and that sure did gave me the chills.

Throbbing Gristle are masters at extremely creepy music.
 
Nurse With Wound is also amazingly good at extremely creepy atmospheres.

Some Sigur Rós songs are quite disturbing. Especially these.



Also this version of Ný Batterí

And then some Radiohead songs such as We Suck Young Blood, Climbing Up The Walls and Pulk/Pull Revolving Doors, especially the last one.

My friend recommended me this band Xasthur, which is essentially really bizarre Post Black Metal with a lot of avant-garde elements.  The closest I could come to describing it would be the soundtrack to hell's most evil three ring circus. 
 
As far as straight up Prog goes, anything that has a cool church organ gives me the chills.  ESPECIALLY if it has that very 70s sounding electronically modulated 5th on top.

Listening to Kevin Drumm's Sheer Hellish Miasma or Merzbow's Pulse Demon or Venerology in the dark is pretty scary.

THIS IS ONE OF THE CREEPIEST SONGS THAT I HAVE HEARD IN MY LIFE.

(Though it's supposed to, it's a Silent Hill soundtrack. Also I love that mellotron sound, it makes the atmosphere creepier...)

When I was a kid "Lucky Man" used to scare me...but not nearly as bad as "D.O.A". by "Bloodrock".  "Revolution9" used to scare me too 'cause it's loaded with "Paul is Dead" clues Evil Smile

Grown up scary music, Shub Niggurath, VDGG "White Hammer", some Univers Zero...
