Your clues:
 - a British male duo that is not on PA
 - not from Manchester
 - the name of the act has no numbers in it, a one-word name without spaces
 - the song was released between 1990 and 1999 inclusively
 - neither the artist, nor the album, nor the song are well known (in a sense that they are not very famous)
 - their music features synths, but not prominently
 - even if I was the lord of PA, I would not include this act in PA database (even by stylistic association)
 - genre: house, electronic, they make dance-able music, they do not sample other people's work (although they are categorized under a genre where a sampler is usually used), not IDM
