Aha! The "meteor" refers to the well known cannon ball story. The man in question must be Hieronymus Carl Friedrich von Münchhausen.

Right Clap! Roy is Roy Meadow, the peediatrician who described the syndrome Münchhausen by Proxy in 1977.
The hint about the admin refers actually to Tony R's avatar. One of the Von Münchhausen stories depicts him sitting on the front half of a horse.
