Possibly, but I can think of another couple of genres I would argue for it to be in first.

No, not really, although he draws from a wide variety of influences and jazzy bits occasionally crop up in his songs.

Well, rock has to be rooted in something, right? It's not metal, so it's not rooted in classical music; rock is rooted in blues. Hm, ... . 

Are there any influences other than the Western ones?

Not any major non-western influences, but as I said the guy draws from a lot of very diverse things.
