Your clues are: 
 - not on PA, 
 - a really obscure band that is not European, 
 - no more than four members in it, 
 - no one in the band is famous, 
 - no black members in it,
 - not {alt-rock, psych, grunge, punk, post-punk, New Wave, metal}, a type of rock music. 
 - the genre of the band is NOT associated with a country other than UK or US,
 - no albums in the 70's, 
 - from the 80's, 
 - more than one word in the band's name, 
 - they released more than three studio albums, 
 - the lyrics are in English, 
 - not prog AT ALL!, 
 - the song is not on a studio album,
 - the band's sound is primarily NOT acoustic,
 - there is and there is no article about the band,

^ Yes! Big smile ... the very thing that rock is deeply rooted in, and it's at the very bottom of your guessing list of rock sub-genres in the 80's (which, of course, is very much explicable).

Once you find the guy, you'll find the band.

 - one of them is a Canadian guitarist,
 - he is famous for music and music only (at least to my certain knowledge),
 - not a PA member Big smile ,
