An actor?
He say nothing is quite what it seems;
I say nothing is nothing

Nope, but you're getting closer. Dan would have been a little young in the sixties.He's also from Ontario rather than Quebec.

LOL i dont even know him, but the famous WWW, thinks he is Wink
(know the name, but dont know any songs he made)

Yeah, well, ... I've never heard and seen that muchacho on commercials, movies, or shows, nor have I learned about him through the books or newspapers, so ... [sticking the index finger into the mouth and ... POP!]

Was he an actor only in music-related films?

 meant Dan Aykroyd is from Ontario. The guy you're looking for is from Quebec. He's not in music related films.

There's only one Quebec actor anyone has ever heard of. This should be easy at this point.

^ Huh! Like hell!

Our clues are: a VERY FAMOUS Canadian male solo artist who is not on PA, 60's, musico-stylistically "unclassifiable", a singer but not a songwriter, does not play an instrument, not on the list {http://people.canadiancontent.net/music/}, from Quebec, has been an actor in movies that are not music-related.

Was he in mostly comedies?

I would say that he has acted more or less continuously from the sixties to the present.

^ But he is/was mostly known for his work in the 60's, right?

BTW: I don't mind if someone answers correctly. The effort of one is the effort of many.

The sixties is where he made a name for himself and contains the work for which is most famous, yes.

Does one of his most famous roles have to do with the military?

Technically yes, though perhaps not in the sense you are thinking.
