Our clues are: a Canadian solo artist who is not on PA, not {70's, 80's}.

60's?

60's is right. Not the Guess Who, which as far as I know is not a solo artist.

Not Joni Mitchell (I bet at this point you're breathing a sigh of relief that it wasn't Celine Dion or Shania Twain)

Allmusic classifies the artist under the broad umbrella of pop/rock, but none of the subgenres listed are rock based.

I think anything but a no answer would be misleading. So no.

Our clues are: a Canadian male solo artist who is not on PA, 60's, not folk, the music is not rock-based.

Is jazz a part of his repertoire?

No, in a series of increasingly difficult to answer questions that is pretty easy one to say no to.

I cannot confidently lace this artist in any of the categories listed here, so it might benefit you to try to find out more about the person, rather than the genre.

To a certain, limited extent you might call it that.

But it wouldn't be very accurate.

This is really where the term "unclassifiable" can be used effectively.
