^ Sorry, but I don't understand the question. If those sub-genres are not prog, then what are they doing on PA?
Our clues are: a prog solo artistst on PA with a song that is not from '70s or 60's, and is not British.
Is the artist European?

Not European.
Proto prog and prog related are on PA but not on the list. That must be why people ask if it’s prog after it’s been confirmed that the band/artist is listed here.
