I Ran is 'running through my head' now you mention it! (Not the country) I saw them in 1981 supporting Altered Images . I thought they were quite good really but think they probably should have lost the 'haircuts' . Awful! Even for the 80s they were awful.
Yeah, the haircuts made everyone think of them as a novelty band like Devo (not that I think Devo is a novelty band, mind you). I've heard a couple of their albums and they were actually a pretty good band.

It's Mussorgky. And apologies if I didn't get the piece right. If I had typed out more it might have helped. However just for fun I won't reveal the answer yet, but the revealing the composer might be a useful clue.
