Depends on the prog song. There's a select few that frequently give me the chills, as well as some others that may give me that feeling depending on my mood/state of mind/place in life at the moment/etc.
All of these songs have given me that feeling at some point:

and the big one: Supper's Ready - Genesis
As far as non-prog goes, I sometimes get this feeling when listening to:
Alone - At Sea Fix You - Coldplay 1812 Overture - Tchikovsky Messiah - Handel Wachet Auf - Bach Gloria - Vivaldi And countless hymns that I've sung in church.

Mood elevation is tier 1 awesome.
Tingly feelings is tierr 2 awesome.
Crying is tier 3 awesome.
Screaming and shaking violently and unable to control yourself as you say YEEEEAAAASSSSS!!!!!!!! is tier 4 awesome.

While tingling and crying are very rare for me, I scream, take my shirt off and roll all over the floor screaming all kinds of things when listening to Starless and Shine on You Crazy Diamond, almost always.

That perception is not an illusion, it's a real effect and it has a perfectly logical explanation.
Back to topic I agree with Slarti, I've had that feeling but less and less as I have grown older.

Don't know much classical music nor Tchaikovski, but if there is a Tchaikovski piece that gives me goosebums, that's Swan Lake.

Stagnation by Genesis is just sublime. The last batch of melodies in
that song are so beautiful; gives me goosebumps every single time. The songs dynamic make it one of my favourite Genesis songs, and not to mention Tony's keyboard solo - gets my blood pumping and puts a huge smile on my face.
