Actually I thought I had him yesterday, but I can’t get the prison and Burrows hints to fit with Captain Beefheart. Was he a singer?

I think I have a positive ID match: Michael Davis (1943-2012), bass player of MC5.
 
Motor: MC means Motor City
Pat Burrows was his predecessor as the MC5 bassist.
He was imprisoned for a while during tie mid-1970's in Kentucky's Lexington Federal Prison.

Your question about a pre-70's album proved very valuable. The fact that he appeared on a pre-70's album meant that he probably died in his 60's. In combination with the Motor-hint, I had to think of MC5, which was the key to identify him.
