It must be Kissinger. Mandalay refers to the Bohemian Club. He was married to Ann Fleischer, now he’s married to Nancy Maginnes. I haven’t checked the #8, #56 hint properly, so I will appreciate if you enlightened me on that one, sir!

Well done again Clap! It is indeed Henry Kissinger and you caught the meaning of those hints.
 
You're welcome. Henry K. was the 8th US National Security Advisor and the 56th US Secretary of State. One note on the last hint: "SpVgg" must mean Sportvereinigung (Sport Club), referring to the football club in the Bavarian place of his birth of which he has always been a fan.
