It must be Kissinger. Mandalay refers to the Bohemian Club. He was married to Ann Fleischer, now he’s married to Nancy Maginnes. I haven’t checked the #8, #56 hint properly, so I will appreciate if you enlightened me on that one, sir! Next one: Probably male, probably deceased.

Well done again ! It is indeed Henry Kissinger and you caught the meaning of those hints. You're welcome. Henry K. was the 8th US National Security Advisor and the 56th US Secretary of State. One note on the last hint: "SpVgg" must mean Sportvereinigung (Sport Club), referring to the football club in the Bavarian place of his birth of which he has always been a fan. ...Real?

Thanks!
Well, real person, male, deceased. Those are established facts even though they’re not verifiable. The picture in the Wiki entry may or may not be him.
SpVgg is almost as cool as VdGG!

No. It’s a bit uncertain when he was born, but it was for sure later than 1875.
Bilingual.

Despite all uncertainties it looks like everybody agrees that he was born in Europe. He didn’t live in Europe all his life, though.
