That's why people should pay attention to the review and not the rating. Your post also makes this weird assumption that an album's "true" rating is dependent solely on the taste of some inside clique.
I happen to like a fair bit of RIO / Avant prog. I've done fifteen reviews in that genre, and they average 2.73. That's almost a three star average, and it will be much much higher once I review a few albums I think are phenomenal.
