You can download whatever you want and not get punished for it so far, but I haven't seen any specific internet privacy laws that are like CISPA.

The worst thing about the internet in Japan that I've read was about people getting arrested for uploading things to bittorrent sites (which is normal everywhere), and there was an incident where a blogger made a post that he was going to kill himself (though he wasn't serious) and the police showed up at his apartment to investigate and told him to not talk about it online and kill himself quietly.

Protip: BR laws forbid the police of doing anything like that and there is absolutely no way of you having any punishment for downloading or uploading anything. And Portuguese is easier than Japanese.
