I think it got up to 40 here, which I would hazard a guess is about 2 C or 3 C.

Admittedly that is too hot, but since you clearly aren't familiar with winter I will just point out that -15 is well cold enough for anybody.  Once you hit about -35C there is no reason good enough to go outside
