He is not. Although he did study Modern Languages at University. However, that's not really relevant.

Male, living, Scottish, was born before 1950 not a performer, not a politician, not involved in music, not a scientist lived in Scotland, speaks fluent German, briefly lived in Germany. He has written several books but he more well known for something else
is he just an old scott nobody cares about?

I have no idea who that is, so no, it isn't.
Ask more questions!
To avoid any confusion, although he speaks fluent German and briefly lived there, he is not famous for this. Although he did befriend a few Germans whilst there.
He lives in England currently.

I don't believe he is a Doctor (he may have been awarded an honorary Doctorate but I cannot say if he has or not).
But no, he is not a Doctor in a Medical sense.
He is not a television presenter but he has been on a few documentaries in regards to his field. It all depends if you have an interest in that field as to whether you've seen him or not.
