Actually I thought about Ronnie Biggs, but a quick search told me it couldn’t be him (he’s still alive, and he was born in London). I chose to ask anyway since it could have been another criminal. Btw, Sutcliffe is also alive, so it couldn’t be him either.

I guess you could kind of call him a scientist... but not really, no.  You're getting warmer.

I'll give you a clue which probably won't help.

He was born in Halifax.

I knew I shouldn't have mentioned Halifax!

Percy Shaw, O.B.E., inventor of the Cat's Eye.  He was a businessman and inventor.

I was going to mention he had an O.B.E. and that he went a bit eccentric in his later years.
