Well done. It is Jethro Tull (1674-1741) indeed.
The other hints:
His birth place may be taken over by bats.
Referred to the Tangent's song Bat out of Basildon, which can be listened on PA's MP3 streaming. Basildon was Jethro Tull's birth place.
Progressive in two ways.
Both the man (as an inventor) and the band can be called progresssive.

Actually I found another connection between Basildon and a company called BATS. Not that they are taking over the place, but still …
And Godspeed the Plow is a reel written by John Moorehead around 1800. Originally it was made to "commemorate thLord Nelson’s recent headstrong victory over the French in the Battle of the Nile in 1798". then Thomas Morton used the melody in his "comedy" Speed the Plough (1800).
