Again the more you think about it the tougher it is to list, however my vote is.... 
 
1. Steve Howe
2. Steve Hackett
3. David Gilmour
4. Alex Lifeson
5. Robert Fripp

3. Jimmy Page (2 and 3 can be switched, both for innovation and technical skills)
4. Alex Lifeson
5. Jimi Hendrix (if not considered prog, then switch him for David Gilmour)

I would be happy to go with that as well although I might substitute either Fripp or Gilmour for Jan Akkerman
 
of the modern players Chris Fry of Magenta is probably my favourite.

Andy Latimer -Camel(Best feeling and nicest sound ever)
Martin Barre-Tull(Coolest guitar sound ever. Love his Iommi like guitar screams)
Frank Bornemann-Eloy(Most underrated. Such class)
Frank Zappa(Talks with his guitar)
Phil Miller-Hatfield/National health(Lovely jazz feel)

The ones I mentioned here might not be regarded as amazing guitarists with insane skills (except maybe Jukka Tolonen). But I really like their way of playing and since you asked for the greatest guitar players and not the best, my list looks like this.
