Even looking formally Muse is tagged as prog-related on PA (what means NOT PROG), Radiohead are slightly different case, formally tagged as Crossover Prog (what in case of very inclusive PA Crossover term means often almost the same).

Interesting "truth" description BTW
Formal placements are subjective assessments based upon a snapshot in time - this subjectivity is further emphasised because they were added by different teams at different times so there is no "formal" comparison between them impled or infered in the subgenres they have been placed in. 
 
Porcupine Tree began in Psyche/Space based upon their first three albums, then were moved into Heavy (mainly because of Absentia/Deadwing/Blank Planet). Radiohead were added into the PA as Art Rock before the formation of the Crossover category - at that time there was no claim of inclusivity or ambiguity implied in their addition and additions made prior to the split cannot be judged by latter additions after the split. 
 
If we were to evaluate all three artists based solely upon their last albums (The Incident, The Resistance and In Rainbows) then their "prog" hierarchy would be reordered - quite how far that goes is (again) subjective and how much each album is "prog" is pure conjecture since there are no empirical rules that can be applied to quaitify "progness" in any pragmatic way. Using some arbitary "standard" of Prog could place the order as Exogenesis --------- > Weird Fishes ------> Time Flies.

Does it matter who's actually prog and who's not? The genre doesn't matter here. Only the music. As long as it's a band listed on this site, it's fair game.

Though not a big fan of either, two months ago I was listening to a lot of Porcupine Tree, a great band, they're even in my Top 3 Last.fm charts! lol!
 
Muse I really don't like, while Radiohead has Kid A and Amnesiac as great albums for me but I'm not often in the mood for them.
