I'd argue that it is an intrinsic part of the storyline, but I understand what distinction you're making. Thus, I'd say most of it is just a theme. There is only a very small part of the game where knowledge of the theme may perhaps lead to better decision making, but even that isn't guaranteed.

For nearly all cases, knowledge of the theme will only lead to making the game more fun (understanding more references, etc.).

I feel that too. It's probable that if we choose the wrong person, this "voice" will be mad at us or something, but we don't have enough clues to search for the right person.
