Depends what you mean by free and recording program. You probably can in Reaper.

Well, yeah Reaper's pretty much a full DAW. Supposedly it's free. But seemed like it was donate after 30 days of whatever. Anyway, it probably has save as mp3 option. I don't know what DAW wouldn't.

Based on previous experience, I'm going to guess that it's because of his lengthy complaints about the poll voting restrictions, but all I know for sure is that he's only a 4 star PR now.
