This. You want to try to get as flat a frequency response as possible, with as much response at the high and low ends before roll-off. Keep in mind you can use an EQ at multiple stages to boost the bass if you want, but an overall flat curve (maybe with peaks at certain points to reflect the non-linearity of human hearing perception, though idk if this is something commonly figured into headphone design) for as many frequencies as possible is most desirable.
