I don't have a Touch, but what I did was to go to the last.fm icon that appears under the open applications, first of all, make sure that enable scrobbling is turned on, then click "Preferences", and look for an icon labeled "iPod", make sure that "Enable iPod scrobbling" and "Always confirm iPod scrobbles" are checked.  For me, checking the latter fixed it.
