Well, I'm assuming some sort of "committee" decides which bands are coming, and of course they don't care about artistry, they care about how much funding they can get for the next semester/year/whatever, so instead of pulling in an interesting artist, they pull in the artist which can make them the most money, so it's next to impossible.
