I haven't heard enough of either to tell, but I'd rather have some artists who don't exactly belong than be missing some who do.

No, but in her case at least, as Zebedee mentioned, she does sound like Kate Bush in a lot of ways, and I'm guessing she's maybe viewed as Kate's successor.

Nine Inch Nails is certainly prog, making sounds that can't be heard in nature and making concept works. It's certainly not your 'Genesis/Yes' cup of tea, but its innovative.
