The solo is first played dry (without the effect), and then any DJ with basic tempo/time warping tools processes the track, just like what you see mostly on beats in some electro/techno. Live, you probably need 2 different persons for this.

The second one looks more basic. It seems to be a simple effect (forgot the "public" name) present on most pedals and some synths (D-Beam from Roland does this in a pretty cool way). It's an LFO modulation effect with varying speed and depth.

I think it wouldn't sound exactly the same live, but the same effect can be used rather by a second person (DJ for example) than the guitarist himself who can't always afford to control multiple effects (some can though...).
But concerning the way it was 'made', it really sounds like the guitar solo was first played with the 'regular' sound, then tweeked in the studio.
