Well, since i dont like Dream Theater im not sure, but i would say Yezda Urfa, maybe. Some people worship Kansas too, but for me its not very good...

I think "all-time" would mean either Kansas or Frank Zappa and the Mothers of Invention.

In no order: Tortoise, The Mars Volta, Kayo Dot, Frank Zappa, John Zorn, Explosions In The Sky, Don Caballero, Battles, Yezda Urfa, Birds and Buildings, Sleepytime Gorilla Museum, Cynic, Blotted Science, Miles Davis, Weather Report, Chick Corea, Return To Forever, Isis, The Decemberists, Russian Circles, Subterranean Masquerade, Steve Tibbetts, etc etc. Amazing scene!

Zappa, I suppose, but the US destroys every other country in prog metal (Sweden comes close):
