Not really - it's much, much more metallic and heavy based. I loved Part The Second on first listen, although I literally had no idea if I was even listening to music when I first heard CotE. It's a really dark, and at the same time, insanely beautiful album. If you like post-metal, go with Choirs Of The Eye.
If you'd like something closer to the symphonic and light jazzy parts from Part The Second, I'd say go with 'Blue Lambency Downward'.
Can't really go wrong with anything from Kayo Dot though, although CotE will take a long time to set in, it probably is the best overall starting point.

Thanks Joel, I was listening to some samples of Coyote and thought that they sounded pretty avant-garde rock more than post metal and I just wondered (because Part the Second is pretty avant-garde)
