In no order:

Geezer Butler - Wrote most of, if not all of the lyrics on Sabbath's early albums
Chris Cornell - WOW! Really cryptic lyrics at times, often hard to interpret. He also sings them in his wonderful voice!
Don Van Vliet (Captain Beefheart) - WOW! So original, creative and plain weird!
John Lennon - I am the walrus gogogojoob!
Ken Hensley - Wrote some great, great songs throughout the 70's with Heep
Layne Staley - Wrote some seriously dark stuff on AIC's self titled
Anthony Kiedis - From the weirdest, wildest rap lyrics to the most emotional ballad... He's great all the way!

And a bunch of others...

I tend not to be a harsh critic of lyrics unless they are very cliche.  Some lyric writers that I appreciate include:

5. Sting (The Police)
6. Ian Gillan (Deep Purple)
7. Steve Harris (Iron Maiden)
