I would guess Headphone Dust by IEM? I had recently heard of them, so I checked one of their albums and the song name just kind of got stuck in my head.

It is indeed Sky at Night, but since the band is too unknown (yet prog), it is not on progarchives yet, and that's why you cannot reveal the band. It's by Empire and Phil Collins' drumming is plain amazing there.
As for your Rebus, I have no idea.
