i've been hesitant to post reviews, because of their permanence. So the only way to edit or delete a review or rating is to PM an Admin?

I guess this encourages users to put more effort into what their reviews consist of, but it makes me a little hesitant to post any.

If you're a prog reviewer or other sort of special collaborator, you're able to edit them yourself, since you've gained the trust of the site.

However, in order to avoid people writing acceptable reviews, then editing them to something unacceptable, in order to edit a review, most members have to PM an admin.

The catch is you have to post a few before you get the promotion and more freedom to edit, so I'd advise using a word processor and being very careful before you post.  That was my experience.  I was invited to advance to four star status and I believe that grants you more freedom.  I still have to request a rating without a review to be deleted from the higher-ups.
