My grandpa's family was from Romania, but then they moved to Poland. I don't know too much more.

Rate is a ratio. It may either be used by creating a relationship between two quantities that have similar units (meters and meters, for example) or between two quantities that do not, such as distance and time. Rate correlates more so with frequency than it does with an actual speed. One proportion of two different objects.
