Keeping in mind that any action on my part probably wouldn't be taken until summer, since the end result isn't until October.

Simply following in his footsteps does no one any good.  A true lover of Teh Tull would help out Ian by driving him anywhere he pleases.

I don't want to own a car, and really don't need one. However, in order to get my license reinstated (it was revoked), I now have to buy a car.

ALRIGHT! I think I have found the solution! I'll email Ian, and explain the whole thing to him.
 
Or, at least, create an email from any of my various accounts saying: "Dear Ian, should I get a driver's license?" It's flawless, except he won't respond. But other than that...

I say drive for Ian. Being someone just learning how to drive, I don't think it's too hard and will be totally worth it. Who knows, next time, he might be playing even further away and you'll still know how to drive and not have to think about kidnapping.

Great. In my email, I'll ask Ian what his favourite iced cream is, and I'll recommend he wear a sweater for that particular concert (no reason).

No, that'll only happen if she see's him IN THE PASSION PLAY.  But the passion play goes all the way, so maybe this is all the passion play.  So perhaps it WOULD be best to avoid the ice-cream lady.
